Three Themes Today
- Aviation recovery and Middle East risk coexist: Gulf air-corridor disruption continues to affect long-haul Maldives traffic, while Qatar Airways plans to increase service to three daily flights from 25 October. Sales teams must check capacity recovery, connection risk and insurance terms together.
- October tax rules are entering the implementation stage: The Government has briefed 683 stakeholders from 55 countries on the new rules for offshore tourism sales. Green Tax and bank dollar-flow data also show why contract entity, tax liability, payment timing and quotation currency must be recalculated together.
- Resort products are moving from generic festive lists to segmented calendars: Artist residencies, junior football, age-specific family facilities, sensory marine experiences and festive early-booking benefits now have clearer dates and audiences. Packaging must return to actual dates and applicable conditions.
Industry Observation
Today's central issue is not a single change in visitor volume, but new constraints across arrival, collection and delivery. Restored Middle East capacity can support winter supply, but air-corridor conditions and insurers' willingness to cover travel still affect conversion. New offshore tourism-sales tax rules take effect on 1 October, while US-dollar transfers may be delayed when bank demand is high. Industry quotations therefore need tax responsibility, expected dollar settlement and cancellation deadlines alongside the room rate.
Resort information is becoming more granular. Patina Maldives has divided late September through November into art, football, dining and wellness windows, while three Marriott resorts use a 15 November early-booking deadline to manage year-end business. These details can support conversion only when room category, meal plan, child age, reservation capacity, supplement and weather alternative are clear.
On 21 September, slight showers are forecast at four stations and partly cloudy conditions at Gan. Hulhule and Hanimaadhoo show moderate station-level seas, while northern seas may become rough during showers with gusts. Speedboats, seaplanes, diving, snorkelling and outdoor dining remain subject to the latest MMS update and operational clearance.

Isolated showers and a few thunderstorms are expected, with west to northwesterly winds at 8-18 mph, generally moderate seas and overall wave heights of 3-5 feet. There is no advisory.

Temperatures range from 28°C to 29°C. Waves are 3-5 feet in northern and central regions and 2-4 feet in south-central and southern regions. Scattered showers, a few heavy showers and thunderstorms are expected in the northern atolls; winds may gust to 35 mph during showers. Keep postponement, cancellation or indoor alternatives for speedboats, seaplanes, diving, snorkelling, sandbanks, yachts and outdoor dining. Proceed only after the latest MMS regional update and joint clearance from the carrier, licensed operator and resort.
Selected Industry Developments
1. Gulf aviation disruption continues to affect long-haul Maldives access
Gulf News reported on 20 September that the Gulf airspace disruption that began on 28 February had materially affected Indian Ocean island tourism. Visit Maldives CEO and Managing Director Abdulla Yasir said the recovery of Middle East connectivity remains important to the destination. Qatar Airways currently operates 12 weekly flights and plans three daily flights, or 21 weekly, from 25 October.
More capacity can improve connection choice, but airspace arrangements, actual flight operation, passenger confidence and insurers' willingness to cover travel still affect demand. Planned frequency must not be presented as already restored, stable capacity.
Dolphin view: Segment winter quotations around 25 October, but verify live schedules, connection time, through-checked baggage, rebooking protection and travel insurance before ticketing. Extra flights are a sales lead, not a performance guarantee for any itinerary.
2. 683 tourism stakeholders from 55 countries attend GST briefing
On 16 September, the Ministry of Tourism and Civil Aviation, MIRA and the Ministry of Finance and Public Enterprises held a briefing on the eighth amendment to the GST Act. It drew 683 resort, association, tour-operator and travel-agency representatives from 55 countries. The rules take effect on 1 October and extend the framework to relevant entities advertising and selling Maldives tourism products overseas.
The Ministry said it would continue providing information and assistance. The webinar does not replace formal tax analysis of each company's contract chain, place of supply, collecting entity and registration duties.
Dolphin view: Before 1 October, classify existing and new bookings by contract entity, booking date, stay date and collection route. Keep separate records for fixed-price legacy contracts and bookings with deposits already collected, and use only confirmed tax treatment in customer quotations.
3. August Green Tax revenue increases 4.6% year on year
MIRA data reported by MMTV on 15 September put August Green Tax revenue at MVR 199.89 million, up 4.6% from MVR 191.16 million a year earlier. Collections for January-August reached MVR 1.56 billion, up 5.6%. Green Tax represented 8.3% of total government revenue and 13.3% of US-dollar revenue in August.
The current levy is USD 12 per person per night at resorts, hotels and tourist vessels and USD 6 at guesthouses; children under two are exempt. Nationwide tax growth cannot be used to infer the room rate, profit or occupancy of an individual property.
Dolphin view: Calculate Green Tax separately from room discounts and meal-plan offers using actual guest count, ages and nights. For family bookings, retain children's dates of birth and written confirmation of the hotel's charging treatment.
4. BML sells USD 653 million in the first eight months
Bank of Maldives said on 19 September that it sold USD 653 million in January-August 2026, around 33% more than a year earlier and an average USD 81.6 million a month. Card transactions represented roughly USD 38 million a month and telegraphic transfers USD 27 million. At the current pace, the bank said full-year sales could approach USD 1 billion.
BML also said elevated September demand had delayed some telegraphic and interbank transfers. It introduced temporary measures to manage flows and expected transactions to normalise around the end of September. That expectation is not a time guarantee for an individual payment.
Dolphin view: Bring forward supplier-payment deadlines and confirm inventory to customers only after dollar funds arrive. Finance teams should separately record initiation, debit, intermediary fees and hotel receipt dates; "sent" must not be treated as "received".
5. Visit Maldives concludes four days at ATM Dubai with 165 delegates
Visit Maldives Corporation announced on 18 September that it had concluded ATM Dubai 2026. The Maldives delegation included 165 tourism professionals from 74 companies, with Visit Maldives, the Ministry of Tourism and Civil Aviation and the Maldives Embassy in the UAE. Across four days, it held B2B and media engagement with airlines, tour operators, travel agencies, media and tourism organisations.
The conclusion confirms that Gulf-market meetings took place, but delegate numbers, meetings and partnership intent do not equal arrivals or resort bookings. Conversion still depends on joint campaigns going live, flight operation and trackable partner results.
Dolphin view: Hotels and DMCs targeting GCC guests can grade leads within two weeks by gateway, budget, family composition and travel month. Management should assess verifiable enquiries, quotations and conversion rather than participation scale alone.
6. Patina Maldives publishes a fourth-quarter art and family calendar
Patina Maldives announced a new season of The Perpetual Journey on 19 September. Maldivian artist Aishath Shuaila will hold an open-studio residency from 22 September to 10 October; Shezad Dawood's residency runs from 18 October to 8 November; and Bayern Munich coach Jonas Caryot will lead a five-day football camp for ages 6-17 on 25-29 October.
The calendar also includes October dining pop-ups and wellness residencies. The published bed-and-breakfast starting rate is USD 1,430++ per night. Dates, age ranges and a starting rate can qualify leads, but do not mean every activity is included in the base room rate.
Dolphin view: Segment sales into art, junior football, Diwali dining and wellness, then confirm that stay dates cover the event, along with capacity, language, age, course fees and cancellation terms.
7. Centara Machchafushi reorganises marine and local storytelling around the five senses
Centara Machchafushi introduced the Machchafushi Universe framework on 16 September, linking its South Ari Marine Protected Area setting, house reef, wreck, old banyan tree and Maldivian culture through sight, sound, touch, scent and flavour. Public information says the house reef is around five times the island's area and includes the 52-metre Kudhi Maa wreck habitat.
This is a clearer sales narrative built from existing resources, not a guarantee of whale-shark, manta-ray or other wildlife sightings. Diving, night snorkelling and wreck experiences remain subject to qualification, sea conditions, visibility and operational limits.
Dolphin view: Use the product for house-reef, wreck and cultural-sensory audiences, but separate complimentary reef activity, certified diving and off-island marine trips. Describe every wildlife encounter as an opportunity, never a certainty.
8. Festive early booking at three Marriott resorts closes on 15 November
Sheraton Full Moon, The Westin and Le Meridien Maldives Resort & Spa jointly announced festive early-booking offers on 15 September. Booking closes on 15 November and the overall portfolio offer spans 20 December to 10 January 2027. Benefits differ: Sheraton includes shared speedboat transfers, three meals at selected restaurants and USD 45 per adult per night in speciality-dining credit; Le Méridien offers USD 100 daily resort credit; The Westin offers USD 100 dining credit per stay and, for selected villas, a dolphin cruise, kayaking and floating breakfast.
The shared communication also mentions complimentary stay and dining for children under 12, but eligible room types, adult occupancy, restaurants, mandatory gala dinners and taxes must be checked by property. Benefits are not interchangeable.
Dolphin view: Compare family offers using transfers, meal plan, resort credit and child rules, not room discount alone. Obtain written property confirmation of dates, room type, occupancy, ages, gala dinners and transfers before quotation.
9. Meyyafushi extends its festive programme through 6 January
Meyyafushi announced on 14 September an island-wide festive programme from 22 December to 6 January 2027. It includes snorkelling, yoga, lagoon padel, palm-leaf craft, children's art and cookie decorating, Christmas and New Year gala dinners, wine pairings, lobster dining, live music and New Year fireworks.
The calendar covers family, dining and wellness audiences, but the public description does not give every activity's price, age, minimum number, meal-plan credit or wet-weather venue. Fireworks and outdoor activity remain subject to on-site safety and weather decisions.
Dolphin view: "The new island's first complete festive calendar" can appeal to early adopters, but confirm mandatory dinners, marine qualifications, child ages, booking slots and the full tax-inclusive price before closing.
10. Avani + Fares Maldives separates its family product by children, teens and parents
Avani + Fares Maldives published an integrated family overview on 17 September. Accommodation includes two-bedroom pavilions, two-bedroom beach villas and two- or three-bedroom overwater pool residences. AvaniKids includes indoor play, crafts, splash facilities, a pirate ship and zipline; the teens' club includes board games, gaming, karaoke and movies. Petit Bistro provides children's dining and cooking classes.
The resort also mentions a Michael Owen football camp for children aged 5-13. Actual dates, fees, capacity and age rules for babysitting, football, cooking and marine activities still require resort confirmation.
Dolphin view: Explain the family product through accommodation space, childcare, teen independence and parents' free time. Before contract, obtain the activity calendar for the actual stay week and confirm childcare qualifications, booking lead time and supplements.
Together, today's ten developments point to one operating judgement: winter demand can be supported by restored aviation and date-specific products, but new tax rules, dollar settlement timing and on-site delivery boundaries must be managed at the same time. Only when all three are written into quotations and bookings can activity interest become sustainable profit.
