Three Key Themes
- Aviation compliance enters a system-upgrade phase: From 30 October, responsible parties for every flight entering or leaving the Maldives must submit passenger and flight data to Immigration before departure. Travel companies should review how names, passports, visas, addresses and destinations are collected and transmitted.
- Market and product promotion moves into the October calendar: Visit Maldives has listed B2B windows in Singapore and Beijing, while destination promotion in Japan and China enters execution. Partners need market-specific inventory, selling points and bookable conditions.
- Central-southern thunderstorms define the operating boundary: MMS forecasts slight showers at Hulhule and thundershowers at Kadhdhoo, Kaadehdhoo and Gan. The official marine forecast is slight, with 2–4-foot waves; actual transport and marine activities remain subject to on-site clearance.
Industry Observation
The first operational priority is to build aviation-data compliance into the booking workflow. The amended rules include aircraft owners, charterers, agents, captains and other responsible parties, and require flight, passport, visa, permanent-address and destination data before departure. Fragmented records will increase rework and data-transfer risk.
October market work must also move from attendance to conversion readiness. ITB Asia, COTTM and the Japan promotion window address different source markets with distinct holiday patterns, air routes, dining preferences and payment habits. Each market needs sellable dates, room types, transfers, cancellation terms and response deadlines.
At product level, the limited family offer at Sirru fen fushi and Maldivian’s Bangkok holiday flights are immediately usable sales topics, but availability must not be confused with confirmation. Upgrades remain subject to availability, while a starting fare does not mean every date has the same inventory. Central-southern thunderstorms also require flexible seaplane, speedboat and watersports planning.

Dolphin view: The Ministry’s 22 September update recorded 105,182 arrivals in the first 22 days of the month, 2% below 2025 but 10% above 2024, with China, Russia and the United Kingdom still the top three markets. Quotes must separately state the data cutoff, inventory-check time and seat-confirmation time.

1. Advance passenger-data rules take effect on 30 October
Maldives Immigration’s second amendment to the air-border rules requires passenger data for every arriving and departing flight before take-off. Aircraft owners, charterers, agents, captains and other responsible parties must submit aircraft and schedule details plus passenger identity, passport, visa, permanent-address and destination data. Breaches can draw an MVR 2,000 fine.
Dolphin view: Make these fields mandatory before departure and preserve amendment records. Sales commitments should remain subject to carrier acceptance of the data.
2. Maldivian announces Bangkok holiday flights
Maldivian said on 27 September that it will operate weekly Tuesday flights to Bangkok from 8 December through 19 January: 8, 15, 22 and 29 December, and 5, 12 and 19 January. Return fares start at USD 530 with 25 kg of baggage.
Dolphin view: Quote each departure separately and verify taxes, baggage, changes, refunds and connections; do not apply the lowest fare to the whole period.
3. Maldivian heritage will be exhibited in China for the first time
The Ministry of Arts, Culture and Heritage and Tianjin National Maritime Museum signed an MoU for exhibitions in major Chinese cities in the first half of 2027. A reciprocal Maldives exhibition will cover ancient Chinese shipbuilding, navigation and Maritime Silk Road links, alongside archaeology, preservation and training cooperation.
Dolphin view: Build a “nature plus maritime civilisation” content bank, but do not package unconfirmed cities, dates or exhibitions as included itinerary items.
4. Hotel Asia 2026 opens with 260 exhibitors
The 20th Hotel Asia opened in Hulhumalé on 28 September with 260 exhibitors from 45 countries and runs through 30 September, 10:00–19:00 daily. It covers resort supply, hospitality, food and culinary products.
Dolphin view: Record island delivery, minimum order, warranty and lead time by supplier; commercial value lies in comparable procurement conditions.
5. Hotel Asia culinary challenge exceeds 700 entries
The organiser says the 27–30 September challenge at Maldives National University and the Hulhumalé venue has grown from 40 competitors in 2002 to more than 700 entries from over 70 resorts in 2026.
Dolphin view: Preserve category, entrant, hotel and year when using official results. Awards should support only bookable restaurants and menus relevant to the guest.
6. Visit Maldives sets 21–23 October for ITB Asia
Visit Maldives confirms participation in the Singapore B2B show on 21–23 October, focused on destination visibility and high-value relationships with buyers and agents in priority markets.

7. Visit Maldives will attend Beijing COTTM on 14–16 October
Visit Maldives lists COTTM China in Beijing on 14–16 October as an additional strategic-market trade event. China led arrivals through 2 September with 268,117 visitors and an 18.7% share.
Dolphin view: Separate Spring Festival, winter-holiday and May Day inventory, child policies, transfers and Chinese-language service. Buyers need executable stock and fast confirmation.
8. Visit Maldives Week in Japan enters its 28 September–2 October window
Visit Maldives procurement documents set the Japan promotion week for 28 September–2 October and provide three months of PR support from August through October. Specific public sessions and outcomes remain subject to later official reporting.

9. 斯茹芬富士（Sirru fen fushi） launches a limited family offer
The Visit Maldives events calendar lists a Last-Minute Summer Escape with daily breakfast, dine-around dinners, complimentary stays and dining for children under 12, and villa upgrades subject to availability. Other island activities include sustainability, coral, recycling, watersports, marine and family experiences.
Dolphin view: Separate confirmed inclusions from items subject to availability or reservation. Verify ages, restaurant scope and upgrade confirmation before sale.
10. August CPI falls while accommodation and dining components rise
The Maldives Bureau of Statistics reported on 28 September that national CPI fell 1.15% month on month but rose 0.76% year on year. Electricity fell 3.21% and air transport 2.80%, while guesthouse prices rose 2.72% and restaurant and food-service prices rose 0.68%.
Dolphin view: Review electricity, air, food and accommodation separately. A lower headline CPI does not remove the need for dining and lodging cost buffers.
