Three Main Themes

  • The tourism tax moves into amendment: the president has decided to change the deadlines and procedures of the tax on overseas sellers soon. The 17% rate and the destination principle stay. No official text or effective date has been published.
  • The 2027 marketing year begins: Visit Maldives Year 2027 was formally launched at the National Tourism Day ceremony. Four categories were added to the 2027 tourism awards, with applications expected to open in the first quarter of next year.
  • Late-October products are dated: Sun Siyam’s five-island Halloween, twelve chef experiences at Conrad Maldives Rangali Island, a wine dinner at Finolhu Maldives and two dinners at Sirru fen fushi all have dates. On 5 October, station seas are calm at all five sites. The national forecast calls for scattered showers and a few thunderstorms later in the day, with waves of 1–3 feet.

Industry Observation

On the fifth day of the tourism tax on overseas sellers, the government’s position shifted. At the National Tourism Day ceremony on the evening of 3 October, Minister of Tourism and Civil Aviation Mohamed Ameen said President Mohamed Muizzu had decided to amend the Tourism Goods and Services Tax (TGST) Act soon, and that the amendment would continue to follow the destination principle. The minister said industry comments focused mainly on deadlines and procedures. Reports by Sun, The Edition and Corporate Maldives did not list the clauses to be changed, and they gave no timetable.

The 17% rate is already in force. The Eighth Amendment was approved on 31 August 2026 and, from 1 October, brought the margin on overseas resale and the fees on agency and booking services into the tourism tax. According to The Edition, estimates under the current rules put the annual gain at about MVR 299.3 million from overseas travel agents and about MVR 1.3 billion from overseas tour operators, roughly MVR 1.6 billion in total. Some European wholesalers have already stopped taking new bookings. The local association MATATO welcomed a review of the implementation framework on 4 October and said an industry impact survey is still under way. For the trade, what can be applied now is still the tax method in force since 1 October. The amendment changes expectations for the next step.

Demand has not created room for broad price rises. Ministry of Tourism and Civil Aviation data through 30 September show 148,801 tourist arrivals in September, 762 fewer than a year earlier, and 1,571,977 in January–September, still 64,512 behind. MV+, citing the same update, put the September daily average at about 4,960, rising to 5,346 a day over the final ten days, with 6,284 on 26 September. The end of the month quickened. The annual gap remains.

On the product side, resorts are still using dates to compete for late-October guests. Sun Siyam has placed Halloween on five islands, with a number of offers bookable until 31 October. The chef series at Conrad Maldives Rangali Island runs from 19 October to 7 December. Finolhu Maldives has set its wine dinner for 25 October. Sirru fen fushi has scheduled dinners only on 28 and 30 October. On the weather, MMS shows calm station seas at all five sites on 5 October, while the general forecast flags showers and a few thunderstorms later in the day.

Source markets, accommodation and bed capacity come from ministry statistics for the same cut-off as cited by MMTV on 2 October. Figures for Russia, the United Kingdom, Germany and Italy match the 1 October ministry update cited by MV+. At the time of writing, no newer complete daily update covering arrivals after 1 October was available. Weekly figures from before 27 September are not mixed in.

Dolphin view: September strengthened at the end of the month, but the year is still about 64,000 arrivals short, and hotels do not have the footing for a broad price increase. Until an amending text appears, quote under the current 17% rules, and lock the better room categories and flight seats first.

Weather and Sea Conditions

All five MMS Tomorrow station cards refer to 5 October 2026 and were updated at 05:40–05:50 Maldives time on 4 October. The official general forecast is valid from 10:00 on 4 October to 10:00 on 5 October 2026 (Maldives time). The overall picture is scattered showers and a few thunderstorms later in the day. Wind is light and variable, becoming northwesterly to northerly at 3–10 mph. Seas are slight. Waves are about 1–3 feet. There is no special marine advisory. Station seas on all five Tomorrow cards are calm, and the temperature is 32°C at each. For water activities after 10:00 on 5 October, use the next MMS update.

The marine forecast for the north and the area around Malé differs from the south-central and southern atolls. Hulhule and Hanimaadhoo have light winds becoming northwesterly to northerly at 3–9 knots. Kadhdhoo, Kaadehdhoo and Gan have southwesterly to westerly winds at 5–14 knots. The 5 October station weather lines do not mention thunderstorms. Thunderstorms appear in the national general forecast, which covers a wider area.

Station cards describe temperature, weather, wind and sea state near each station. Wave heights come from the wider MMS regional marine forecast. Both describe regional trends. Whether a given route or dive site operates that day is decided on site by the operator and the resort.

72-Hour Outlook

  • Next 48 hours | 6 October: Overall, the five stations show light showers or partly cloudy skies, 30–32°C, with calm station seas. The key change is in the south-central atolls: Kadhdhoo turns to thundershowers, south 5 mph and 30°C. Hulhule is northwest 5 mph, Hanimaadhoo north-northwest 5 mph, Kaadehdhoo south-southeast 4 mph, and Gan west-northwest 5 mph and partly cloudy. The sea-state risk sits with thunderstorms in the south-central area represented by Kadhdhoo. All five station cards still say calm, and regional waves remain 1–3 feet.
  • Next 72 hours | 7 October: Overall, the five stations are partly cloudy or have light showers, at 31–32°C. The key change is that the thunderstorm signal drops out, Hanimaadhoo’s station sea state turns slight with a northwest wind at 6 mph, and Gan’s wind turns southeast at 5 mph. Hulhule is northwest 5 mph and partly cloudy, Kadhdhoo south 4 mph, and Kaadehdhoo south 5 mph. The sea-state risk shifts to slight seas in the north. The other four station cards stay calm. A three-day forecast carries more uncertainty than the next-day forecast.
  • Action: On 5 October, schedule speedboats, seaplanes, diving, snorkelling, fishing and sandbank trips in the morning where possible, and move guests indoors if showers or thunderstorms arrive in the afternoon. On 6 October, watch the south-central atolls and leave half a day of flexibility for water activities there. On 7 October, check the day’s wind again before going to sea in the north. “Calm” describes conditions near the station. Regional waves are still 1–3 feet.

Industry News

1. President decides to amend the overseas tourism tax soon; the 17% rate and destination principle stay

On the evening of 3 October, at the National Tourism Day ceremony, Minister of Tourism and Civil Aviation Mohamed Ameen said President Mohamed Muizzu had decided to amend the Tourism Goods and Services Tax Act soon, on the basis of the destination principle. According to Sun, the minister said the views formally submitted to the president dealt mainly with deadlines and procedures, and he told the room of the decision that night. The Edition and Corporate Maldives, reporting the same day, both wrote that the remarks did not list the clauses to be changed and gave no parliamentary or gazette timetable.

The Eighth Amendment was approved on 31 August 2026 and took effect on 1 October. Overseas resale is taxed on the margin, and agency and booking services on the service fee. According to The Edition, if the current amendment is collected as written, the state would gain about MVR 1.6 billion a year, of which about MVR 299.3 million would come from overseas travel agents and about MVR 1.3 billion from overseas tour operators. Some European tour operators have already stopped taking new Maldives bookings. Russia, the United Kingdom, Germany and Italy together sent 546,305 visitors in January–September, about 34.8% of the total. If the amendment touches only deadlines and procedures, winter new-booking costs in these four markets do not change for now. If the time of supply is rewritten, allocations that have already been quoted will have to be recalculated.

Dolphin view: keep taxing new bookings made after 1 October on the margin and on agency fees, and write into the contract that any tax difference will be discussed separately once the formal amendment is published. Until the gazette appears, do not promise guests that the rate will fall.

2. Maldives travel-agent association welcomes the tax review; the impact survey is still running

On 4 October, the Maldives Association of Travel Agents and Tour Operators (MATATO) said it welcomed the government’s review of the tourism-tax implementation framework under the destination principle. Hotelier Maldives reported that Secretary General Abdulla Suood said tourism has always moved forward through consultation between government and industry, and that MATATO is ready to help the government build a framework that protects state revenue and keeps the Maldives easy to sell in global markets. The association said it has been speaking with local and international parties in recent weeks and is running an industry-wide impact survey on the commercial and operational consequences.

MATATO also said it expects further talks with the government, the Maldives Inland Revenue Authority (MIRA), local tourism businesses and international travel partners. The survey results have not been published, so the scale of any channel contraction cannot be calculated yet. For sales teams, the useful point is this: local wholesalers are already at the table, but quotations cannot be rewritten in advance as “tax reform cancelled”.

Dolphin view: attach the current tax method to quotations for European and Indian agents, and note that the association’s impact survey is still under way. If a guest asks whether the 17% will be cancelled, the answer is: the president has decided to amend the law, and the current rules continue to apply.

3. Visit Maldives 2027 launches on National Tourism Day, with four new award categories

MMTV reported on 4 October that the Visit Maldives Year 2027 national campaign was formally launched at the National Tourism Day ceremony. Minister of Tourism and Civil Aviation Mohamed Ameen and Hussain Afeef, chairperson of the Maldives Association of Tourism Industry (MATI), launched it together. The campaign logo, song and branding were unveiled at the ceremony. The president first proposed the year in his address at the opening of parliament this year. The minister said the campaign is meant to cover islands, resorts and every tourism stakeholder.

The same ceremony announced new categories for the 2027 Maldives Tourism Awards. Since the awards were introduced in 2022, they have recognised resorts, hotels, guesthouses, safari vessels and tourism service providers. Four categories were added: human resource building, sustainability, visitor experience and outstanding individuals. Some of them are also open to island councils. Applications are expected to open in the first quarter of 2027. The campaign year itself does not enter its main promotional season until next year. Entry material can be prepared now. It will not produce next week’s bookings.

Dolphin view: have each island collect sustainability projects, guest comments and staff development into a one-page fact sheet, ready to file when applications open in the first quarter of 2027. Conversations with guests still use this year’s inventory and rates. Keep Visit Maldives Year 2027 in the destination introduction, and do not use it as this week’s discount.

4. Sun Siyam launches Halloween themes on five islands; several offers can be booked until 31 October

Hotelier Maldives reported on 4 October that Sun Siyam has placed Halloween on five islands, each with a different theme. Siyam World Maldives is staging CULT CLASSICS, an immersive walkthrough and live show, with DJ SARRA taking over afterwards. Sun Siyam Olhuveli uses a Beetlejuice theme, with black-and-white stripes and green light, and DJ Giada Brincè on the music. Iru Fushi Beach & Spa has a seafood barbecue and Bodu Beru at Islander’s Grill, then a Halloween DJ party at Water’s Edge.

By day, Sun Siyam Iru Veli runs crafts at Turtle Kidz Club, a pool party at Chemistry Bar in the afternoon, and a lobster barbecue with live music in the evening. Vilu Reef’s Ocean Haunt includes music, face painting, a Little Monsters Parade and a beach barbecue. Sara Siyam, the group’s director of marketing, said guests plan holidays around Halloween. A number of seasonal offers can be booked until 31 October 2026, covering accommodation savings, complimentary transfers, resort credits and signature experiences. The report did not publish the discount on each island or the exact date of each event.

Dolphin view: choose the island by whether the guest wants a show, a family day or a seafood evening. Do not wrap the five islands into one “Halloween package”. Write the offers bookable before 31 October into the confirmation item by item: whether the transfer, the credit and the experiences are included.

5. Cora Cora promotes from within; Muizz Mohamed becomes general manager on 1 October

Hotelier Maldives reported on 4 October that Cora Cora Maldives has promoted Muizz Mohamed to general manager, effective 1 October 2026. He joined during pre-opening as director of human resources, then served as director of operations and resort manager, and has worked on the island for six years. The resort opened on 1 October 2021, is owned and operated by HMM Pvt. Ltd., established in 2017, and is in Raa Atoll. He leads a team of more than 250 and keeps ties with neighbouring communities in the atoll.

Muizz Mohamed has more than 15 years in hotels and three years in banking and finance, and he has completed a Cornell University course in hotel management, owner relations and asset management. The appointment comes after the resort finished island works and reopened on schedule. The personnel change does not alter the number of rooms. It changes the sales contact and the person responsible for operating decisions.

Dolphin view: on enquiries after the reopening, switch the contact to Muizz Mohamed, and keep selling rooms, activities and rates from the resort’s latest tariff. With repeat guests, stress that this is an internal promotion and that the product style continues, so they do not assume the island is closing again for renovation.

6. Finolhu sets a Bordeaux château dinner for 25 October, with a representative from the Sichel family

Hotelier Maldives reported on 4 October that Finolhu Maldives will host Château Palmer, a Margaux estate, for a wine dinner on 25 October. The representative is Charles Sichel, whose family connection with the château dates to 1938. The estate’s grand vin is built on Cabernet Sauvignon and Merlot, with a little Petit Verdot, and is aged for more than 20 months. The resort’s kitchen will pair the menu, and Sichel will talk through terroir and craft on the night. Sunny Chuang, director of food and beverage, said this brings the château’s story to Baa Atoll.

The dinner follows a run of wine events at the resort and its culinary recognition at the TTM Awards 2026. The report did not publish a price per person, the number of seats, or whether guests who are not staying can attend. For high-end guests, 25 October is a reason to travel on its own. For guests staying only the days before or after, the dinner cannot be sold.

Dolphin view: sell this dinner only to guests in-house on 25 October. Get the numbers first—seats left, and whether wine is inside the menu price—and only then write them into the quote.

7. Conrad’s Michelin chef series runs through 7 December; the underwater restaurant seats 14

Maldives Insider reported on 3 September that Conrad Maldives Rangali Island will hold its Michelin Master Series from 19 October to 7 December, with three chefs who hold a MICHELIN Star delivering 12 experiences. Theodor Falser is in residence from 19 to 24 October, Simon Hulstone from 16 to 21 November, and Gabriela Filca from 1 to 7 December. The resort’s website lists 19 October as the start of the Falser series. The underwater restaurant Ithaa sits five metres below the surface, and each seven-course dinner seats 14. The wine cellar, two metres underground, holds 18,000 bottles and up to 800 labels. Hulstone’s paired dinner is set there.

Falser’s programme also includes a sunset reception, a Champagne cruise, and a five-course lobster dinner with Ruinart Champagne. Hulstone adds a five-course wine-cellar dinner and a beach dinner. Filca adds a tasting menu at the underwater restaurant, a four-course lobster dinner and a culinary demonstration. Ranjit Batra, chief executive of owner Ventive Hospitality, said food, beverage and other services contributed 40% of revenue in the first quarter of FY2027, and that the group’s Maldives resorts posted a 15% year-on-year rise in same-store total revenue per available room in FY2026. The report did not publish prices for each event.

Dolphin view: match the chef week to the stay dates: from 19 October the only chef on sale is Falser; Hulstone is the middle of November. Hold Ithaa’s 14 seats and the Champagne cruise separately. The series name does not replace a price. Room rate and experience fees are calculated apart.

8. Sirru fen fushi locks two chef dinners, on 28 and 30 October

Visit Maldives announced on 17 August that Sirru fen fushi will host French chef Karim Khouani from 28 to 30 October. He has received a MICHELIN Star twice, holds four Falstaff forks, and runs Restaurant Texture in Copenhagen. On 28 October he and executive chef Girish Sharma cook a six-course four-hands dinner at the overwater restaurant Azure. On 30 October he serves a four-course signature dinner, also at Azure. No chef dinner is scheduled on the 29th.

The resort is in Shaviyani Atoll and is a member of The Leading Hotels of the World. The residency is part of the Sirru Icons series. The page did not publish prices, seat counts or a children’s policy for the two dinners. The 28th and the 30th can be a reason for a food-focused guest to book. Guests on the island on the 29th need a different plan.

Dolphin view: write chef dinners on the itinerary only for the 28th and the 30th, and switch the 29th to the lagoon and the house reef. Price the two dinners separately. Do not merge the six-course and four-course nights into one “chef-week inclusive”.

9. Maldives Islamic Bank sets the guesthouse symposium for 15 October, with the discussion cut to one session

The Edition reported on 4 October that Maldives Islamic Bank (MIB) will hold the 2026 Guesthouse Symposium on 15 October and present the guesthouse awards the same day. The venue is Barceló Nasandhura Malé. MIB initiated the event, with support from the National Hotels and Guesthouses Association of Maldives, known as NHGAM. The bank said previous years had three panel discussions and that this year keeps only one, so the time can go to the most important topic and more people can speak. An expert keynote is also on the day.

Guesthouses are the most numerous part of Maldives supply. Through 30 September, the country’s 927 guesthouses had received 345,220 guests this year. The symposium discusses operating difficulties in that segment and how to deal with them. Awards and discussion fall on the same day. The Edition report did not name this year’s single discussion topic, and it did not publish the award list.

Dolphin view: colleagues who sell local-island guesthouses should keep 15 October clear. Before going, write down three questions: jetty boat times, the operating licence, and cancellation terms. The topic will only be set out on the day. Do not tell guests in advance that a particular guesthouse has already won.

10. Environment ministry starts a national solar site survey; the 2028 renewable-power target is 33%

MV+ reported on 4 October that the Ministry of Climate Change, Environment and Energy has begun surveying the atolls for sites for new solar projects. The ministry said on 3 October that this is the opening stage of the survey, and that the target is for 33% of the country’s electricity to come from renewable energy by the end of 2028. Field teams are checking land, usable roofs and building structures. The ministry estimates that shifting one-third of generation to clean energy would cut annual fuel spending by about USD 42 million.

The survey serves the national power system, not any one resort microgrid. MV+ also noted that the solar-hybrid rollout launched last August across 25 islands is expected, once operating, to cut diesel use by more than 3 million litres a year and about 8,400 tonnes of carbon dioxide. A separate 100-megawatt floating solar project, handled by an outside company, started work in December, and the Ministry of Economic Development, Transport and Trade expects completion in 2027. Resort diesel bills will not fall immediately because of this site survey.

Dolphin view: when talking to guests about the environment, use only the solar, storage and diesel-backup figures that island has already published. Thirty-three percent is a national target for 2028. Do not write it into the sales description of any one island.

The amendment changes expectations for the next step. October’s new bookings are still priced under the current 17% tourism tax, so lock the better rooms first.
