- Weather remains a hard delivery boundary. MMS expects scattered showers and a few thunderstorms on 27 September, with rough seas in the north and gusts up to 40 mph during showers. Calmer southern station cards do not guarantee any route or activity.
Industry View Today
The central issue is that the growth narrative and execution boundaries are becoming more specific at the same time. The latest complete and accessible official Daily Update still carries a 2 September cut-off. A later 22 September arrival snapshot shows the year-on-year gap narrowing, but pricing must still return to actual flights, room inventory and taxes. Hotel Asia begins on 28 September, bringing supply-chain, culinary and operational procurement into a face-to-face comparison window, while the 8 October localisation deadline for airline sales agents directly affects authorisation and contracting.
On the product side, Siyam World Maldives has built a complete story universe from 15 December, with youth football camps led by two former professional players as a clear family hook. The Ritz-Carlton Maldives has defined exact dates, sittings and chef details for its three-night SUSHISAMBA pop-up. The former can support early festive-family sales and the latter can drive immediate in-resort upselling, but price, capacity, age and booking conditions must be confirmed.
Operations teams face two simultaneous risks. Police have identified scams in which fraudsters impersonate hotels and request transfers under the pretext of cancellations and refunds. The localisation of airline sales activities also requires renewed checks on GSA, PSA and CSA authority. A transaction sheet naming the contracting party, payee, authorised party, contact and change history is more useful than a generic warning.

Dolphin view: A ministry-data snapshot for 1–22 September recorded 105,182 arrivals, 2% below 2025 but 10% above 2024, with China, Russia and the UK still the top three markets. It is useful for direction, but every quote should separately state the statistical cut-off and the inventory-check time.

Station cards provide local temperature, weather and wind, while the marine forecast defines broader risk. Calm cards at Kadhdhoo and Kaadehdhoo and a slight-sea card at Gan do not cancel the national thunderstorm outlook or guarantee a speedboat, seaplane, dive or sandbank activity.

- Next 48 hours — 28 September: All five stations show slight showers. Hulhule and Hanimaadhoo retain west to north-westerly winds of 11–12 mph, while the three southern stations show 4–10 mph. Northern and Malé-central seas remain moderate; Kadhdhoo and Gan are slight and Kaadehdhoo calm.
- Next 72 hours — 29 September: Hulhule, Kadhdhoo and Kaadehdhoo show thundershowers; Hanimaadhoo and Gan show slight showers. Winds ease to 6–10 mph and diverge from north-westerly to southerly. - Action: On 27–28 September, prioritise monitoring of northern waters represented by Hanimaadhoo, airport transfers around Hulhule and thunderstorm periods. Seaplanes, speedboats, diving, snorkelling, fishing and sandbank trips require the latest MMS update and joint clearance by the carrier, licensed operator and resort. Even if station seas ease on 29 September, do not pre-guarantee a route, dive site or resort activity under a thunderstorm forecast; retain delay, cancellation and indoor alternatives.

1. Hotel Asia 2026 opens its 20th edition on 28–30 September
The organiser says the 20th Hotel Asia Exhibition & International Culinary Challenge will run from 28 to 30 September, covering hotel, resort, restaurant, food and service supply chains. Combining a trade exhibition with an international culinary challenge creates one concentrated setting for procurement, equipment, food-and-beverage and talent discussions.
Its value is not attendance alone, but whether teams return with supplier specifications, minimum order quantities, lead times, after-sales support and trial conditions. Competition results can inform culinary talent and menu thinking, but do not automatically change a hotel's daily offering.
Dolphin view: Divide meetings into food, equipment, room supplies, digital tools and talent. Record quote validity, sample arrangements and the next responsible person, and never sell an exhibition item as an existing hotel inclusion.
2. Airline GSA, PSA and CSA activities reserved for local ownership from 8 October
The Ministry of Economic Development, Transport and Trade has reiterated that, under revised foreign-investment entry rules, airline General Sales Agent, Passenger Sales Agent and Cargo Sales Agent activities must be operated by businesses that are 100% Maldivian-owned from 8 October. Foreign entities in the affected fields must complete their compliance transition by the deadline.
This directly affects passenger sales, authorisation, corporate contacts and cargo sales. It does not mean international airlines will stop selling or that existing tickets become invalid, but travel businesses must confirm the local agency and its authority after the transition.
Dolphin view: Recheck every airline-agency contract for licence, airline authorisation letter, receiving account, invoicing entity and after-sales contact. Add fares and group allocations to customer quotes only when authority and payment routes match.
3. Police warn tourism businesses about cancellation-and-refund scams
On 24 September, Maldives Police's anti-scam unit said it had recovered and returned about MVR 6.6 million to victims in 2026, a recovery rate of 44.3%, and had identified a new scam targeting tourism businesses. Reports say fraudsters impersonate hotels and seek fund transfers under the pretext of cancelling bookings and arranging refunds.
The fraud exploits the long information chain among hotels, agencies, OTAs and guests. Knowledge of reservation details does not prove authority to receive or refund money, and an account changed through chat can create financial and reputational loss.
Dolphin view: Route every refund or account-change request back through the original contract channel. Require checks of the original email domain, contact and account plus a second telephone confirmation, escalating anomalies to finance and management.
4. President's Office plans legal protection for a 20-year development master plan to 2040
On 25 September, the President's Office said President Muizzu's administration is preparing a 20-year National Development Master Plan extending to 2040 and legislation intended to preserve implementation across governments. He said interruptions caused by changes in administration had produced losses and that a long-term framework should give the country a clearer path.
Tourism depends on airports, ports, energy, water, housing and regional public services, so a statutory framework could affect new destinations, local islands and resort projects. It remains a planning and legislative direction, not proof of financing, approval, construction or operating permission for a specific project.
Dolphin view: Use the national plan as a framework for 2027–2030 planning, but verify budget, award, start, completion and transport status for each region. Sales material should mention delivered milestones only.
5. China–Maldives FTA highlighted again as a trade and investment opportunity
At a Chinese National Day event, President Muizzu again highlighted opportunities under the China–Maldives Free Trade Agreement and described China as an important development partner, according to a 24 September report. The statement confirms policy direction but provides no immediate hotel-product discount or new-flight commitment.
Potential tourism effects may include food, equipment, construction materials, retail goods and investment, but actual procurement savings depend on tariff lines, origin rules, logistics, customs and contracts. A macro statement cannot be converted directly into lower room rates.
Dolphin view: Track trade facilitation separately from tourism sales. Procurement teams should build landed-cost tables with origin documentation; sales teams should continue to sell from real flights and hotel inclusions, not promise discounts from the FTA headline.
6. Contractor appointed for 12.3-kilometre Addu Link Road upgrade
On 24 September, the Ministry of Infrastructure, Housing and Urban Development signed with Rotime Engineering and Technology to widen and modernise the 12.3-kilometre Link Road section from Detour Bridge to Hithadhoo Stadium. Officials said heavy equipment had reached Addu and the entire road would not be closed at once.
The road connects several Addu urban areas and matters to airport extensions, local hotels, island experiences and supplies. Contract signing does not mean the road has already improved; works may create diversions, noise, dust and variable journey times.

7. 禧亚世嘉 (Siyam World Maldives) announces “The Age of Legends” festive season
禧亚世嘉 (Siyam World Maldives) announced on 25 September that “The Age of Legends” will begin on 15 December 2026, creating four story worlds around ancient kingdoms, dragons, warriors, forests and Viking seas. Former Manchester United captain Nemanja Vidić and Italian player Alessandro Matri will lead youth football content, while an original musical draws on the Maldivian legend of Dhonhiyala and Alifulhu.
The programme converts a large-island footprint into age- and interest-based festive choices, with the football camps providing a clear family purchase reason. Prices, capacity, age limits and reservation mechanics were not fully stated in the announcement and must not be assumed to be included in the base room rate.
Dolphin view: Segment family enquiries by football, children's fantasy, performance and New Year interests, then confirm each date, age, fee and place with the resort. Sell breadth of choice, not an unconfirmed training or show seat.
8. 丽思卡尔顿 (The Ritz-Carlton Maldives) enters the final evening of its SUSHISAMBA pop-up
The three-night SUSHISAMBA Dubai pop-up at EAU Bar runs from 25 to 27 September, making tonight its final evening. Brand Chef Kitak Lee leads a Japanese, Brazilian and Peruvian menu with live performance, with sittings at 18:30–20:30 and 20:30–22:30.
Clear dates, venue and sittings make it an immediate upsell for guests already on the island and reinforce the resort's destination-dining position. Same-day availability, price, cancellation terms and children's policy must still be confirmed before payment.
Dolphin view: Treat 27 September as an “instant availability check”: confirm sitting, party size, dietary needs and price before taking payment. For future guests, use it only as a brand example, not a bookable future inclusion.
9. CA Maldives joins the Confederation of Asian and Pacific Accountants
The Institute of Chartered Accountants of the Maldives has been admitted to the Confederation of Asian and Pacific Accountants. CA Maldives regulates the local profession, while CAPA connects professional bodies across markets including Australia, New Zealand, China, India, Japan, South Korea and Canada.
The membership does not directly change hotel tax rates, but can connect the profession to regional experience and capability development. Tourism firms are simultaneously dealing with foreign-currency conversion, overseas tourism-sales GST and cross-border contract changes, making financial governance relevant to net rates, tax records and refunds.
Dolphin view: Treat finance capability as delivery infrastructure. Obtain written positions on major new rules from qualified professionals and let sales use only approved tax-inclusive prices and contract versions; membership does not replace each company's audit.
10. World Tourism Day and an industry awards event enter their 27 September execution date
The Ministry of Tourism and Civil Aviation issued its “Tourism Day Celebrations 2026” circular on 21 September. Visit Maldives and partners had also confirmed that the World Travel Awards 2026 Indian Ocean gala would be held in the Maldives on 27 September, coinciding with World Tourism Day and bringing together regional tourism and hospitality representatives.
The combination supports concentrated destination exposure, but host visibility does not make every nominee a winner and unpublished results must not be used early. The useful outputs for sales will be the officially confirmed winners, contacts and reusable materials after the event.
Dolphin view: On 27 September, publish confirmed event information only. Enter awards in both Chinese and English only after organiser confirmation, then track winners, buyers, media and partnership leads separately rather than substituting red-carpet content for sellable evidence.
