Three Key Themes
- Winter international capacity continues to expand: Qatar Airways will increase Doha–Malé services to three daily flights, or 21 per week, from 25 October. This creates more options for European and other westbound connections, but sales must remain subject to bookable airline inventory and through-ticket rules.
- Payment and tax rules enter the implementation stage: Bank of Maldives introduced category limits for overseas e-commerce transactions on MVR cards from 13 September, while MIRA opened GST registration for foreign tourism service providers. Local procurement, online advertising and overseas contracts now require renewed checks of payment channels, contracting entities and tax allocation.
- Resort selling points are becoming more date-specific and experiential: Festive calendars, dining awards, an off-island lunch, limited-period beverage events and electric outboard distribution turn broad positioning into sellable detail. Dates, inclusions, reservations, weather and operating boundaries must be confirmed together.
Industry Observation
The most important incremental development is aviation capacity. Qatar Airways will raise Doha–Malé frequencies from the current 12 flights per week to three daily services from 25 October, helping European and other Doha-connecting markets during the winter peak. More capacity does not automatically mean cheaper inventory in every origin market. Each booking still requires confirmation of the origin connection, through-checked baggage, disruption protection, arrival time and onward seaplane or speedboat connection.
Two rule changes also need immediate operational attention. Bank of Maldives has created a USD 16 million monthly allocation for overseas e-commerce on MVR cards, including USD 6 million per month and USD 200,000 per day for travel and hotels, with no more than three transactions per customer over three months. MIRA has meanwhile opened GST registration to foreign travel agents, tour operators, OTAs, bed banks, DMCs and charter operators, among others, ahead of destination-principle taxation from 1 October. One affects payment success; the other affects contract tax treatment, and they should not be conflated.
Across resort products, innovation, festive programming, dining and sustainability are increasingly expressed as verifiable guest scenarios. An activity only becomes useful to sales when its operating date, venue, price, reservation requirement and bad-weather alternative are clear. Equipment and operational innovation likewise requires local trials, range, charging and maintenance validation before it can be described as commercially deployed at scale.

Cumulative arrivals reached 1,461,682, about 4% below roughly 1.52 million in the same period of 2025. China, Russia and the United Kingdom remained the top three source markets.

Dolphin View: Through 2 September, China remained first, resorts accommodated nearly three quarters of visitors, and Velana handled nearly all international gateways. Winter frequency increases support demand recovery, but purchasing and quotations must still rely on bookable flights, real room inventory, all-in prices, workable payment channels and executable transfers.
Weather and Sea Conditions
All five MMS Tomorrow cards correspond to 14 September 2026 and were updated at approximately 06:10–06:20 Maldives time on 13 September. The national and regional marine forecasts are valid from 10:00 on 13 September to 10:00 on 14 September, Maldives time. Scattered rain with a few heavy showers and thunderstorms is expected, with southwesterly to westerly winds of 15–23 mph and gusts up to 40 mph in showers. Overall seas are rough with waves of 4–7 feet and a caution advisory; the Hanimaadhoo region carries a 5–7-foot range. The validity period only covers the target date until 10:00, after which a new MMS bulletin is required.

Rain appears at all five stations, with the clearest thunderstorm signal at Hanimaadhoo. Hulhule has the lowest temperature and highest station wind speed. Slight seas on the Kaadehdhoo and Gan station cards do not override the regional marine forecast of 4–7-foot rough seas. Marine activities remain subject to the latest MMS bulletin and the on-site safety decisions of carriers and licensed operators.

- Next 48 hours | 15 September: Overall, all five stations retain rain. Hulhule, Hanimaadhoo and Kadhdhoo show thundershowers, while Kaadehdhoo and Gan show showers. 1. Qatar Airways to raise Doha–Malé to three daily flights from 25 October
Hotelier Maldives reported on 13 September, citing Qatar Airways’ winter schedule, that the airline will operate three daily Doha–Malé flights, or 21 per week, from 25 October 2026, versus 12 weekly flights currently. Doha is a major transit hub for European and other westbound Maldives traffic, and the increase adds winter arrival and departure choices.
Dolphin View: Rebuild European connection options around the new timings and compare same-day resort transfers with overnight costs. More frequencies do not guarantee protected connections or lower fares; confirm inventory, through-checked baggage, minimum connection time and change rules.
2. Bank of Maldives sets a USD 16 million monthly overseas e-commerce allocation
Bank of Maldives announced on 12 September that category controls for overseas e-commerce on MVR cards would apply from 13 September, with a USD 16 million monthly total and a daily reset at 07:00. Travel and hotels receive USD 6 million per month and USD 200,000 per day, while each customer may make at most three transactions in that category over three months. USD cards are outside these category limits.
Dolphin View: Local staff booking tickets or rooms for others may face a lower success rate, so customer service needs payment-failure, retry and alternative-currency procedures. The limits do not justify product price increases; payment channels, fees and refund paths should be stated separately.
3. MIRA opens GST registration for foreign tourism service providers
The Maldives Inland Revenue Authority opened GST registration for foreign tourism providers around 13 September ahead of destination-principle taxation from 1 October 2026. Listed categories include foreign tour operators, travel agents, OTAs, bed banks, DMCs, charter operators and booking platforms. Travel to the Maldives, in-country food and beverage arrangements and accommodation arrangements are treated as supplied in the Maldives; registration produces a GST TIN and MIRAconnect account.
Dolphin View: Overseas channels should map registration responsibility, invoicing, the tax base and transition treatment by contracting entity now. Customer prices need a clear tax basis, while the precise tax treatment should follow MIRA guidance and professional advice.
4. The Standard sets September dates for Oktoberfest and Negroni Week
Hotelier Maldives reported on 11 September, with the resort’s event page also showing the dates, that The Standard will run Oktoberfest-themed programming from 19 September to 4 October and Negroni Week from 21 to 27 September. The programme includes daily beer happy hours at Todis Bar, beer-pairing lunches at Joos Café and a fixed Monday management cocktail social; marine activities are arranged separately through the dive centre.
Dolphin View: This calendar suits adult friends, small groups and food-and-beverage-led guests, but beverage events and manta or snorkelling excursions must be sold separately. Confirm age rules, pricing, reservations, timings and weather cancellation terms; never guarantee wildlife sightings.
5. Kanuhura turns a seven-minute boat ride into an off-island lunch experience
A 12 September Hotelier Maldives field feature described Drift restaurant on neighbouring Jehunuhura, approximately seven minutes by boat from Kanuhura’s main island. The beach lunch centres on open-fire cooking, local reef fish, curries and seafood, with ingredients linked to the organic garden, local fishers and the wider region under the Eat With Six Senses approach.
Dolphin View: This gives “three-island resort” positioning a concrete half-day dining scene for guests seeking variety without a long excursion. Confirm operating days, meal-plan inclusion, boat schedules, reservations and child arrangements; safe boat operation remains the boundary in rough weather.
6. Siyam World Maldives wins “Most Innovative Resort” for a third consecutive year
Siyam World Maldives announced on 13 September that it had won “Most Innovative Resort” at the TTM Awards 2026 for the third consecutive year. Product evidence listed by the resort includes 16 villa categories, a 24-hour premium all-inclusive plan, a major floating water park, the Maldives’ first horse ranch, electric go-karts, overwater villas with slides and a shipwreck project combining adventure with reef restoration.
Dolphin View: The award can help screen family, sports and activity-led guests, but the true sales point is what operates on the exact stay dates. Check age, height, reservation, pricing and weather conditions item by item, and do not interpret “all-inclusive” as unlimited free access to every experience.
7. Sirru fen fushi sets its festive calendar for 23 December–7 January
The Sirru fen fushi website and Hotelier Maldives confirm that “A Constellation of Moments” runs from 23 December 2026 to 7 January 2027. The calendar includes tree lighting on 23 December, Christmas dinner on 24 December, a New Year’s Eve dinner and countdown on 31 December, plus family celebrations, live performances, a wellness residency, marine activities and two dinners by Michelin-starred chef Tristan Brandt.

8. ExploMar appoints Eongrid as exclusive Maldives electric-outboard distributor
ExploMar and local company Eongrid announced on 9 September an exclusive Maldives distribution partnership for high-performance electric outboards serving marine transport, resort transfers, water sports and commercial boats. Their stated next steps include a local showroom, demonstration boats and additional sea trials, with the aim of reducing local emissions and operating noise.
Dolphin View: Quiet operation can add value to short transfers and nature observation, but the announcement remains at the distribution and validation stage. Buyers should compare range, payload, charging, salt resistance, parts, maintenance and rough-sea performance before treating the systems as scaled commercial operations.
9. Joali being festive season runs from 22 December to 8 January
Joali being published its “Tides of Tradition” programme on 4 September for 22 December 2026 to 8 January 2027, including tree lighting and Christmas dinner, a pool party, Santa activities, and a New Year gala and fireworks. It also includes two visiting wellness practitioners, a five-course chef’s table, cooking classes, coral planting, Sea Turtle Care Centre visits and B’Kidult family activities.
Dolphin View: Wellness, family and festive themes can address different decision-makers, but a full calendar does not mean every activity runs daily. Confirm practitioner dates, mandatory dinners, fees and reservations by stay date, and note that the resort uses GMT+6 island time to avoid transfer-time confusion.
10. Umami at Alila Kothaifaru Maldives wins “Best Restaurant”
Alila Kothaifaru Maldives announced on 4 September that Umami had won “Best Restaurant” at the TTM Awards 2026. The Japanese-inspired Asian-fusion venue offers sushi and sashimi, charcoal-fired seafood, teppanyaki and the adjoining Yakitori Bar, delivered by a 14-person food-and-beverage team representing six countries and regions. Its lead chef has more than 20 years of Japanese-cuisine experience.
Dolphin View: The award strengthens food-led recommendations through teppanyaki interaction, sake pairing and Maldivian tuna. Confirm opening days, seating, dress code, child policy, meal-plan credit and supplements; an award does not automatically secure a table for every guest.
Together, these updates show winter sales entering a stage where capacity, payments, tax and product calendars land at the same time. Every opportunity must return to bookable inventory, the contracting entity, the all-in price and the operating boundary.
