Three Key Themes

Industry Observation
As of 22 August, August arrivals were up 2.8% year on year, while cumulative arrivals for 2026 remained 4.4% below the same period last year. Short-window recovery calls for faster responses to qualified enquiries, while the annual gap leaves room for packaged negotiation on ordinary dates. Neither supports a blanket price increase or blanket promotion.
Transaction and compliance infrastructure deserves closer attention. The national payment switch amendment took effect on 23 August, and banks and payment providers will have to connect within deadlines designated by MMA. MMA's 2030 rufiyaa objective remains a long-term direction. Pricing, settlement and labour-cost planning should separate current rules, published implementation periods and long-term goals.
Products are also moving from generic island claims to usable occasions. TTM's dense meeting schedule tests whether buyers and suppliers can transact with inventory, net rates, transfers, meal plans and cancellation terms. Festive, wellness and couples' products only become distributable when dates, capacity, reservations and extra charges are explicit.

The latest verifiable public update from the Ministry of Tourism and Civil Aviation is current to 22 August 2026. Tourist arrivals reached 1,378,251, down 4.4% from 1,441,227 in the same period of 2025. The wider international-visitor measure, including business and cruise visitors, reached 1,405,082, down 3.8%. Arrivals from 1–22 August totalled 150,465, up 2.8%, averaging 6,839 per day.

Temperatures range from 31–32°C. Hanimaadhoo has the strongest wind and moderate seas, while Hulhule has thundershowers. The other three stations are fine with slight seas. 1. TTM Maldives opens with about 3,000 trade meetings
TTM Maldives opened its 2026 event on 26 August, bringing together about 500 tourism professionals for roughly 3,000 scheduled meetings on 26–27 August. TTM Connect Meetings are at Barceló Nasandhura Malé before the TTM Awards & Gala at CROSSROADS Maldives.
Dolphin View: The value is in converting each meeting into a dated quotation task. Record stay dates, segment, net rate, room, transfer, meal plan and next response time on the same day.
2. National payment switch amendment takes effect
On 23 August, the President's Office announced ratification of the second amendment to the National Payment System Act. MMA may designate a national payment switch, and domestic and overseas banks and payment providers operating in Maldives must route payments through it within specified periods. The law is in force; connection deadlines await MMA requirements.
Dolphin View: Audit collection channels, gateways, refund paths and reconciliation fields. Do not describe an effective Act as an instant system-wide migration; preserve traceable order, currency, fee and refund records.
3. MMA sets a 2030 direction for domestic rufiyaa transactions
On 24 August, Governor Ahmed Munawar said MMA's long-term objective is for domestic financial transactions to use rufiyaa by 2030, including discussion of dollar salaries, service charges and some tourism payments to airports and government. He said a decades-old system would not change at once.
Dolphin View: This is a direction, not an instruction to replace contract currencies today. Model dollar income and rufiyaa payroll and procurement exposure, but await formal rules, effective dates and treatment of existing agreements.
4. MIRA reports MVR142 million in July green tax
On 11 August, MIRA reported July revenue of MVR3.41 billion, up 0.2% year on year and 3.6% below forecast. Green tax contributed MVR142 million, airport development fee MVR136 million and departure tax MVR134 million. July arrivals were down 3.1% year on year.
Dolphin View: Use tax data to assess sector contribution, not individual hotel income. Itemise room charges, TGST, green tax, transfers and supplements and verify rates by stay date.
5. Greater Malé subsea desalination project enters feasibility work
On 22 August, MWSC said it was evaluating a desalination facility about 500 metres underwater with a Norwegian technology partner, aiming for mid-2027 construction if financial, technical and environmental studies succeed. It is intended to address land constraints and water demand but is not operational.
Dolphin View: Treat this as a medium-term resilience signal, not a change in resort water supply. Hotels and urban accommodation still need storage, maintenance and emergency procurement plans.
6. Waste-law amendment defines responsibilities for leased economic islands
The President's Office said the first amendment to the Waste Management Act took effect on 23 August. Islands leased for economic or industrial purposes must have proper systems verified by the utility regulator; waste from uninhabited islands must go to an inhabited-island centre. Regulations are due within 30 days.
Dolphin View: Resorts and project islands should verify segregation, storage, carriage, destination evidence and hazardous-waste permits. Statutory systems are not guest experiences, and detailed execution must follow the regulations.
7. HPA reports 243 measles cases in 2026
HPA's 25 August update recorded 17 Greater Malé cases in the preceding week, taking the 2026 total to 243; 16,045 people had been vaccinated. HPA advises those unsure about two doses to seek vaccination and anyone with fever, rash, cough or red eyes to seek care and avoid public transport and crowds.
Dolphin View: Quote HPA without diagnosing or alarming travellers. Group and family bookings should retain insurance, medical, emergency-contact and rebooking details; symptomatic travellers should follow medical advice and avoid group activities.
8. 坎多卢岛 (Kandolhu) publishes its year-end programme
坎多卢岛 (Kandolhu) announced on 22 August that its programme starts on 20 December with palm-leaf ornament making and tree lighting. Two dinners by two-Michelin-starred chef Benjamin Peifer on 28 and 30 December are limited to 22 guests each; New Year's Eve includes a six-course dinner, music and dancing.
Dolphin View: Use dates and seat limits to prompt confirmation, while checking festive supplements, dinner prices, child eligibility, meal-plan credits, minimum stay and cancellation. The Michelin distinction belongs to the chef, not the resort restaurant.
9. 布伦尼亚 (Brennia Kottefaru Maldives) combines 18 treatment rooms with several yoga styles
On 23 August, 布伦尼亚 (Brennia Kottefaru Maldives) highlighted an 18-room Spa Village, guided Hatha, Vinyasa Flow, Yin Yoga and Pranayama, plus a gym and tennis court. The published overview does not replace stay-specific schedules or prices.
Dolphin View: Match guests by relaxation, flexibility, breathing or continued training, without promising medical outcomes or inclusion. Confirm dates, language, capacity, contraindications, booking deadlines, price and wet-weather alternatives.
10. 瑞提法鲁 (Reethi Faru Resort) segments couples' stays across 145 villas
On 23 August, 瑞提法鲁 (Reethi Faru Resort) set out seven categories across 145 villas, including garden, beach, water, sunset water, a deluxe beach-pool villa with a 25-square-metre pool and two-bedroom options. Dining includes the 24-hour Dhiyavaru venue, Huvandhu Garden and private arrangements.
Dolphin View: Filter by privacy, sunset orientation, lagoon access or private pool before checking meal plan, private-dining charges, inventory and transfer. Sunset orientation does not guarantee a cloudless sunset or identical views from every water villa.
Together, these developments show that conversion during market recovery depends on putting transaction rules, product fields and operating boundaries into the order—not on one macro growth rate or a generic island concept.
